SHI Government Solutions’ contract for Deliverables-Based IT Services
Deliverables-Based IT Services (DBITS) contracts provide project-based IT services. Use DBITS contracts to meet your organization’s IT project goals including developing a new IT application, upgrading a legacy system, or for IT procurement assistance.

Available Services:

Technology Migration/Upgrade and Transformation  

 

Definition: Technology Upgrade/Migration may be required to increase business functionality, reengineer a business function, keep current with vendor upgrades or when upgrading existing technology. Technology Transformation may be accomplished by converting/migrating legacy applications to new technology either with or without new business functionality or it may include introducing new technology into the enterprise. Technology Upgrade/Migration may also include providing website content accessibility compliance.

 

Examples of included services: assessments of the current application portfolio, evaluation of the technology assets before beginning technology transformation and Business Case development for justification of an initiative. Also included are: technology transformations, which may include, appropriate Return on Investment (ROI), benchmarks and milestones. The following activities may also be included: planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming and support services; and training support. 

 

Information Technology Assessments and Planning 

 

Definition: IT Assessments and Planning may include IT effectiveness, maturity, governance, project management and architecture. Strategic planning activities may include mission statement development, visioning and goals, objectives, and strategy development. Tactical planning may require that actionable plans and roadmaps be provided.

 

Examples of included services: IT assessments, including enterprise architecture and cloud assessments; staff knowledge, skills and abilities (KSAs) assessments; bandwidth assessments, network performance and strategic and tactical planning.   

 

Deliverables-Based IT Services (DBITS)

Deliverables-Based IT Services (DBITS) contracts provide project-based IT services. Use DBITS contracts to meet your organization’s IT project goals including developing a new IT application, upgrading a legacy system, or for IT procurement assistance. Choose from one of the nine competitively bid DBITS categories highlighted below to meet your needs.

DBITS Contracts should NOT be used for the following:

·         Procurement of products (hardware and software) only

·         Subscription licensing

·         Hosting services

·         Hourly rate services (ITSAC)

·         DBITS services over $5 million for state agencies or $10 million for non-state agency DIR customers

DBITS does not provide for IT Staffing Services. IT Staffing Services (ITSAC) contracts provide for temporary IT staffing augmentation services. Contracted staff render services and are paid on an hourly basis. Agencies should proceed with those procurements through DIR's ITSAC process

DBITS Ordering Process

DBITS requires acceptance of a Statement of Work (SOW) and authorization for payment of milestone tasks. DBITS contracts provide customers flexibility in IT project planning. Customers can customize their Statement of Work according to the level of complexity of the project. Consider the Agile Project Methodology for large-scale complex projects or the Waterfall Methodology for projects where there is assured predictably. For pricing information, please contact your Account Executive. If you do not know your designated representative, please contact the Inside Account Team at (800) 870-6079 for assistance. State agencies are required to submit Statements of Work (SOW) to DIR for review prior to the submission to a vendor. SOW requirements are for state agencies only. Additionally, these SOWs must meet the threshold requirements for commodity purchases. (Texas Administrative Code Section 212 SOW Requirements) For more information, please reference the DIR website here.

The services under this contract are available to all state agencies, local governments, and public educational institutions.  Specific customer eligibility requirements can be found online here.

Additionally, The Interstate Cooperation Act, Texas Government Code, Chapter 791, authorizes local governments, including local governments of other states, to directly contract with DIR to increase their efficiency and effectiveness.
State agencies of other states may be eligible to purchase from a contract between DIR and a local government of that state under the Interlocal Cooperation Act. Please contact DIR for more details.

SHI RETURN POLICY

SHI will pass on any included manufacturer warranties at the time of purchase. In addition, SHI will work with customers and end-users to provide all extended warranty, maintenance, and service programs available at the time of quote. SHI can assist in providing contact and process information for OEMs as needed.
